The Federal Emergency Management Agency (FEMA) creates regulations for national flood-related information and processes, including determination of Special Floodplain Hazard Areas, establishment of standards, and implementation of the National Flood Insurance Program (NFIP). The agency then dictates that local communities manage these policies through Community Officials. Floodplain Management in Ellis County is located in the Environmental/Planning & Zoning Office at 718 Main St., Lower Level, Hays, Kansas.
Initially you will need to complete a Flood Plain Inquiry. This will activate a Flood Plain Determination. If the property you wish to develop is in the floodplain a Floodplain Development Permit Application may need to be completed.
Other Permits & Applications
Keep in mind that Ellis County has Zoning Regulations which require Zoning Certificates, Entrance Applications and Wastewater Permits. The floodplain compliance process must be handled prior to any of the above-mentioned permits being issued.
You are encouraged to call and visit with our staff for specific questions and for direction on where to begin the compliance process. Our contact information is listed to the right.
