Mitigation, Preparedness, Response and Recovery
The Ellis County Emergency Management Department coordinates all components of the Emergency Management System by working closely with local, State and Federal agencies as well as volunteer and private organizations. Ellis County Emergency Management activily promotes protection of people, property and the environment against (natural, technological, vector and civil societal hazards.
Key responsibilities
1. Mitigation: Activities designed to avoid or prevent emergencies from occurring, and to reduce ill effects of those that are unavoidable.
2. Preparedness: Planning and training are the essential elements of preparedness, as well as proper and adequate supplies, equipment, facilities, and dedicated personnel.
3. Response: Time and speed are the essential elements of response. Department operations may include warning, evacuation, suppression, rescue, apprehensions, treatment, and in some cases withdrawal for safety reasons.
4. Recovery: A return to normal or improved state of being. The rebuilding phase which includes repairing, or rebuilding property, regaining health, state or mind and economic stability.
