Services provided by the Clerk: Conduct elections, passport agent, Homestead Claim preparation, issue moving permits, issue building permits within a three-mile radius of the city limits, schedule County Commission Agenda, register voters, research available vital statistics records from 1876 to 1911, issue cereal malt beverage and caterer and drinking establishment licenses within rural area, respond to inquiries, and other services.
REGISTER AND VOTE
To register to vote you must: Be a U.S. citizen and a resident of the State of Kansas; have reached the age of eighteen (18) years before the next statewide general election; have your civil rights restored if convicted of a felony; and have abandoned your former residence and/or name.
Procedure for Registering to Vote: Qualified persons may register to vote at the County Election Office or other designated locations, or by contacting the County Election Officer to request an application or downloading the Voter Registration Application. If you have changed your name or address, contact your County Election Officer (County Clerk) to update your voter registration.
Advance Voting: With advance voting, any registered voter can vote by mail or in person before Election Day. You can download the Advance Voting Application, or contact your County Election Officer to request an application for an advance voting ballot .
Polling Location: To find out where your polling location is, you can simply go to www.voteks.org and click on the "Kansas VoterView" link. Here you will enter your name and birthdate to get your current polling location, county voting history, and more.

COUNTY CLERK DUTIES
The County Clerk is required by Statute to serve as Secretary to the Board of Commissioners and take minutes of all meetings, sign and issue all orders approved by the Board of Commissioners, and keep a record of all orders and contracts that create a liability against county funds. The County Clerk has the authority to administer oaths and is a notary public.
The County Clerk serves as the County Election Officer and is in charge of all elections held in Ellis County.
The County Clerk is the Budgetary Accountant, Accounts Payable Clerk, and Payroll Officer for Ellis County. All accounts are reviewed prior to payment as to budget and cash authority.
The County Clerk sets the tax levies, computes the tax roll, and certifies the tax roll to the County Treasurer for collection.
The County Clerk is required by law to appoint a deputy to serve in his/her place in case of absence. The Deputy County Clerk shall perform all duties of the County Clerk during his/her absence.
The County Clerk is important to daily business in the Courthouse. Clerk Alberta Klaus states,
